IN CONVERSATION WITH INNOCENT MOLOI

The Asset Forfeiture Unit of the National Prosecuting Authority has secured a final forfeiture order in the Johannesburg High Court for assets worth approximately R326 million linked to businessman Hangwani Maumela and his associates, who are accused of benefiting from corruption involving tenders at Tembisa Hospital.
According to the NPA, the forfeited assets include a luxury mansion in Bantry Bay valued at about R88.57 million, several properties in Sandton, luxury vehicles including Lamborghinis and a Bentley, as well as a boat. Authorities allege that these assets were acquired using proceeds from fraudulent tenders worth more than R400 million awarded between 2016 and 2022. The tenders were intended for healthcare services and supplies at Tembisa Hospital.
The matter attracted national attention following the assassination of Gauteng Department of Health official Babita Deokaran in August 2021. Deokaran, who served as a chief accounting officer, had reportedly flagged irregular payments and procurement processes linked to the hospital. Her killing intensified public scrutiny of corruption allegations within the provincial health sector.
The forfeiture order forms part of broader efforts by law enforcement agencies, including the NPA, the Special Investigating Unit, and other investigative bodies, to recover public funds allegedly lost through corruption and tender fraud. The SIU had previously obtained preservation orders against assets linked to the alleged syndicate.
The NPA has described the forfeiture as an important step in disrupting criminal networks and ensuring that proceeds of crime are recovered. The recovered funds are expected to benefit public healthcare services in Gauteng.
Despite this development, criminal proceedings against those implicated in the alleged corruption scheme are ongoing, with public interest remaining focused on accountability for the alleged misuse of public funds and the circumstances surrounding the murder of Babita Deokaran. The case continues to be viewed as a significant test of South Africa’s efforts to combat corruption, tender fraud, and the abuse of resources within the public health sector.
